This position is located in the Fergus Falls District Office of the Compliance Monitoring Division, Licensing and Certification Section.
This position provides statewide surveillance, consultation and guidance to health care providers using specialized knowledge in the social work field to assure a level of quality care based upon compliance with Federal and State laws and rules which directly relate to the provision of services.
The incumbent will use specialized knowledge in the social work field to evaluate health-related services by interviewing staff and residents/clients; making observations of care issues and reviewing related documents to ascertain level of compliance in meeting resident/client needs; and conducting surveys statewide. The incumbent serves as a statewide consultant to survey/investigative Licensing and Certification staff. They compile and record information and incorporate findings to document deficiencies on direct outcomes related to services rendered; review providers plan of correction action and follow up to ensure compliance; function as liaison between health care providers and State and Federal regulatory services; and attend and participate in legal proceedings as assigned.
This position requires overnight travel. Hours and days of work are determined by inspection workload. The majority of hours are between 8:00 a.m. and 4:30 p.m., Monday through Friday. However, depending on workload requirements, there will be some early morning, night and weekend work required.
This position requires extensive standing while surveying during resident observations and/or conducting interviews and carrying and loading/unloading the laptop computer and surveyor documentation/reference materials for use during on-site surveys.
Possess and maintain a current Minnesota license as a Social Worker.
Three years of professional experience as a Social Worker in a health care setting with primary responsibility for assessing health needs and experience with documenting and writing of reports.
A Master's degree in Nursing, Public Health, Health Care Administration, Psychology, Social Work, Medical Field, or closely-related area may be substituted for one year of experience; a Bachelor's degree in one of the above areas may be substituted for six months of experience.
Oral communications skills sufficient to interview staff, residents, clients and patients.
Critical thinking skills sufficient to collect and analyze information, identify areas of focus, and make decisions based on evidence gathered.
Listening skills sufficient to ascertain level of compliance in meeting resident/client needs.
Interpersonal skills to develop and maintain effective working relationships, inform providers of deficiencies and other pertinent findings, and participate in legal proceedings.
Written communications skills sufficient to document concise, accurate and complete information and conclusions.
Computer skills sufficient to document findings and conclusions.
Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the a gross combination weight does not exceed 26,000 pounds.
Bachelor's degree in Social Work or a related area.
Experience evaluating federally certified care facilities such as a nursing homes, supervised living facilities, comprehensive outpatient rehabilitation facilities, etc.
Successful completion of the Federal Surveyor Minimum Qualifications Test (SMQT).
Experience conducting internal quality assurance activities.
Experience conducting surveys or investigations of health care providers.
Training, experience, certification, or license with geriatrics, development disabilities, surgical technology or other relevant medical, nursing, health, legal, enforcement, or investigation areas.
Ability to apply nursing and health knowledge and clinical expertise to the review of providers.
Knowledge of federal and state laws and regulations pertaining to nursing and health services and the ability to interpret these laws and regulations for implementation.
