This vacancy is in the Environmental Health (EH) Division, Environmental Health Services (EHS) Section, Regulatory Operations Unit.
This position is responsible for the enforcement of state statutes and rules which govern the plan review of restaurants, hotels/motels, resorts, boarding establishments, lodging establishments, alcoholic beverage establishments, manufactured home parks, recreational camping areas and children's camps and public swimming pools. This position will become an expert on the Abigail Taylor Act and will assist the pool engineer with inspections and plan review. These regulated establishments are evaluated according to state mandated statutes and rules based on established health risk principles and guidelines to ensure injury hazards and the risk of disease transmission are minimized. In addition to plan review, this position is also be responsible for a caseload of restaurants, hotels/motels, resorts, boarding establishments, lodging establishments, alcoholic beverage establishments, manufactured home parks, recreational camping areas, children?s camps, and swimming pools, including enforcing the Minnesota Clean Indoor Air Act in licensed establishments and other functions as assigned. These regulated establishments are inspected at state mandated frequencies based on established health risk categories to ensure injury hazards and the risks of disease transmission are minimized.
Job Responsibilities include:
Travel to the MDH district offices and to licensed establishments in the incumbent's assigned region.
Lifting up to 40 pounds of equipment or samples.
Frequently lifting from ground to waist height, and from waist to shoulder height.
Working outdoors in all seasons, with outside/inside exposure to weather extremes.
Work/traverse occasionally on uneven or sloping ground, including snow covered ground.
Perform gross and fine motor tasks, sometimes with unprotected fingers and hands, in varying indoor/outdoor temperature extremes.
On a regular, reoccurring basis, read documents, maps, gauges, equipment manuals, etc.
Flexibility to accommodate a work schedule that includes attending public meetings, field work, and work-related travel.
Registration as a Sanitarian/Environmental Health Specialist AND
A Bachelor of Science degree in Biological Sciences, Chemistry, geology, Hydrology, Hydrogeology, Public or Environmental Health, Food Science/Technology, Toxicology, Soil Science, Environmental Studies/Ecology OR Civil, Chemical, Environmental or Sanitary Engineering AND
Three years of public health investigation experience related to food, beverage and lodging or public water supplies.
A Master?s degree in one of the above areas will substitute for six months of experience.
Thorough knowledge of principles of public health involved in the transmission of disease.
Thorough knowledge of general health and safety requirements in food, beverage and lodging establishments, manufactured home parks, recreational camping areas, swimming pools, and other regulated facilities.
Thorough knowledge of the Safe Drinking Water Act, Minnesota Plumbing Code, Minnesota Well Code and Minnesota procedures for enforcement.
Thorough knowledge of what constitutes legal evidence.
Extensive knowledge of state statutes, rules and applicable federal requirements relating to the regulated industries including but not limited to, rules pertaining to food safety, lodging establishments, swimming pools and general knowledge of on-site sewage disposal systems, water wells, public non-community water supplies and plumbing.
Knowledge of many technical areas of public health is necessary to conduct thorough inspections and to provide accurate information to the establishment owners.
Knowledge in the following areas of disease and injury causation and control: microbiology, virology, parasitology, epidemiology, communicable diseases and health care issues, safe food handling practices, hazard analysis critical control point (HACCP) inspection approach, food and beverage equipment standards, procedures for investigating foodborne and waterborne illnesses, swimming pool operation.
General knowledge of laboratory techniques, plumbing code, uniform fire code, building code and the hospitality industry is desirable.
Excellent written and verbal communication that is clear, concise and accurate. Public speaking skills are necessary to provide effective training seminars for food handlers.
