This position is located in the Human Resources Management Division within the Minnesota Department of Health.
This position provides professional human resource management services in the areas of recruitment, selection, and classification. This position also provides interpretation and administration of labor contracts and plans. This position may also work with HR staff in the administration of employee benefits, insurance, and other areas relative to hiring.
Oversee and monitor creation of vacancy postings, including proposed qualifications and assessment methods; monitor and/or advise supervisors on applicable regulatory requirements, policy & procedure; coordinate recruitment activities; ensure the appropriate assessment of applicants' qualifications; and advise supervisors/managers on pre-hire standards.
Answer questions and provide advice to supervisors, employees and the public regarding State & agency personnel-related policies and procedures, application of contract language and personnel law/rules; and recommend solutions to resolve issues.
Provide supervisors/managers with information on salary decisions, benefits, general leave of absence information, new employee hiring information, etc.
Evaluate positions, oversee and monitor the classification process to ensure appropriate classification decisions and assist in development and delivery of training on various HR-related topics.
Assist in development/revision of personnel-related policies/procedures.
Assist in gathering input from supervisors/managers regarding proposed contract changes; serve on committees and user groups; complete special projects; and provide assistance in grievance meetings.
Bachelor's degree in Human Resources or related field AND one year professional human resources experience as described below.
Two (2) years of professional human resources experience (HR Specialist 1 or HR Specialist 2 or equivalent) with responsibility for interpreting and applying bargaining unit agreements and HR administrative procedures and rules. In order to be credited, this experience should demonstrate:
Experience conducting and documenting job analyses and making recommendations on job classification to ensure the proper allocation of positions.
Knowledge and experience interpreting policies, personnel laws, rules, administrative procedures, and collective bargaining agreements sufficient to ensure appropriate application of the language.
Ability to prioritize a comprehensive workload in a fast-paced environment.
Knowledge and experience in HRIS systems (i.e., SEMA4/Peoplesoft) benefits and insurance administration.
Knowledge and experience with recruitment software (i.e.,Vacancy Builder, Resumix) and selection process administration.
Computer skills including experience with word processing, databases, and spreadsheets.
Excellent decision making skills with the ability to evaluate complex information, research answers to problems and/or concerns and make technical decisions.
Excellent written and oral communication skills sufficient to explain sensitive, controversial and confidential processes and decisions to employees and management staff in a clear and concise manner and make presentations to groups.
Knowledge of FMLA, MN Data Practices Act, and FLSA.
Bachelor's degree in Human Resources, Industrial Management, or related.
Knowledge of state classification processes.
