Job Description:   Note: An Increase in the published salary range of 3% is Pending Legislative Approval

The person selected for this position will provide leadership and direction to the newly formed Division of Chronic Disease and Health Promotion with the Minnesota Department of Health, a nationally recognized public health agency which exists to protect, maintain and improve the health of all Minnesotans. He or she will provide the vision and the leadership for the Department of Health to continue to be a model of programming and partnerships in reducing the public health impacts of chronic disease and injuries through better prevention, disease tracking, disease control and public understanding.

The Director will lead in developing a comprehensive strategic plan that addresses the reduction of chronic disease and injury and underlying risk factors, will set program priorities based on research and quality data and the ability to affect change in collaboration with the many public health partners, will lead continued examination of the Division?s activities including the establishment of a shared services function, and will influence public policy and practice in chronic disease prevention and control and health promotion.

The person selected will provide on-going leadership and management of all Divisional operational activities including planning, programming, communications, financial management, and human resource management. He or she will provide direction and guidance to a Chronic Disease and Environmental Epidemiology function, Cancer Control function, and the Center for Health Promotion which includes a variety of chronic disease programs (Nutrition, Physical Activity, Arthritis, Cardiovascular Health, Diabetes, Violence and Injury, Health Education, Alcohol and Drug use, etc.)

Minimum Qualifications:   At least 3 years of executive management and leadership experience with accountability for directing a major public health program area.

A degree in public health, public health administration, management, the biological sciences, behavioral sciences, medicine or allied health field or related area.

Extensive knowledge of and skill in current and creative leadership and management principles and practices.

Extensive knowledge of public health programs, functions, policies, laws and practices.

Ability to establish effective working relationships and partnerships with a wide variety of state and local officials, community groups and organizations, employees, and professional or public health organizations.

Ability to communicate effectively, orally and in writing.
Preferred Qualifications:   An advanced degree in public health, public health administration, management, the biological sciences, behavioral sciences, medicine or allied health field or related area.

Knowledge of federal and state laws pertaining to state and local public health programs.

Knowledge of the Minnesota Department of Health functions and programs.

Knowledge of the public health financing programs including grant administration.

Knowledge of public health research and program measurement and evaluation methods and practices.
