Job Description:   NOTE: The position will be filled at either the HR Specialist 1 or HR Specialist 2 level based on the qualifications of the selected candidate. This position is located in the Human Resource Management Division of the Minnesota Department of Health. The position will provide professional human resource management services for the Department of Health in the areas of recruitment, selection, classification, interpretation and administration of labor contracts and plans.

Duties include:

Review proposed vacancy postings, including proposed qualifications and assessment methods; advise supervisors on applicable regulatory requirements, policies and procedures; coordinate recruitment activities; assess applicants' qualifications; advise supervisors/managers on pre-hire standards.

Answer questions and provide advice to supervisors, employees and the public regarding State and agency personnel-related policies and procedures, application of contract language, and personnel law/rules and recommend solutions to resolve issues.

Provide employees and supervisors/managers with information on salary, benefits, leave of absences, FMLA eligibility, use of vacation and sick leave, etc.

Evaluate positions to determine appropriate classification.

Assist in development and delivery of training on various HR-related topics.

Assist in development/revision of human resource-related policies/procedures.

Serve on committees and user groups, complete special projects, and provide assistance in grievance meetings and/or investigations.
Minimum Qualifications:   Minimum of three (3) years of HR Technician 1, HR Technician 2 or HR Specialist 1 (or equivalent) experience with responsibility for interpreting and applying bargaining unit agreements and HR administrative procedures and rules. In order to be credited, this experience should demonstrate:

Analytical and problem solving skills sufficient to determine position classification, resolve difficult and complex transactional problems, and summarize data and identify trends.

Knowledge and experience interpreting policies, personnel laws, rules, administrative procedures, and collective bargaining agreements sufficient to ensure appropriate application of the language.

Ability to prioritize a comprehensive workload in a fast-paced environment.

Knowledge and experience in HRIS systems (i.e., SEMA4/Peoplesoft), benefits and insurance administration.

Knowledge and experience with recruitment software (i.e., Vacancy Builder, Resumix) and selection process administration.

Computer skills including experience with word processing, databases, and spreadsheets.

Excellent decision making skills with the ability to evaluate complex information, research answers to problems and/or concerns and make technical decisions.

Excellent written and oral communication skills sufficient to explain sensitive, controversial and confidential processes and decisions to employees and management staff in a clear and concise manner and make presentations to groups.

Knowledge of FMLA, MN Data Practices Act, and FLSA.

Preferred Qualifications:   Bachelor's degree in Human Resources, Industrial Management, or related.
Knowledge of state classification processes.

Job audit, classification, or job analysis experience.
