Job Description:   This HIV Testing and Syringe Services Program Coordinator position is located in the STD & HIV Section of the Infectious Disease Epidemiology, Prevention and Control (IDEPC) Division.

This position will develop, coordinate, monitor and evaluate a statewide system of HIV counseling, testing, and referral (CTR) designed to increase the proportion of people with HIV infection who know their status and who receive culturally appropriate prevention, care and treatment services. This position is also responsible for the coordination of the Syringe Services Program.
Minimum Qualifications:   Three (3) years of advanced professional public health experience managing or administering a health program with responsibility for administration; grant management; coordination of services; community organization including staffing of external task forces; program or research project management; health education and promotion; providing training and technical assistance to health programs; interpretation of policies and procedures and federal and state regulations; or lead work direction to other health professionals.

A Master's degree in Public Health or related field will count as one (1) year of advanced professional public health experience OR a Bachelor's degree will equal six (6) months.

Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the a gross combination weight does not exceed 26,000 pounds.
Preferred Qualifications:   Experience with HIV and/or Hepatitis C point of care testing.

Experience with injection drug-using communities, particularly implementing innovative ways to address health inequities.

Knowledge of public health theory, principles and practices to advise and consult with health professionals.

Knowledge of interviewing counseling techniques sufficient to handle complex data gathering interviews on sensitive issues related to communicable disease and public health issues and refer affected individuals for appropriate treatment.

Knowledge of federal and state laws pertaining to state and local public health programs.

Knowledge of individual and community health problems.

Knowledge of the general nature and objectives of the statewide public health program.

Knowledge of Minnesota Department of Health functions, policies and procedures.

Ability to analyze vendor and grant contracts.

Ability to draft correspondence, documents and reports to convey complex and specific program information, study results and compliance requirements.

Ability to communicate effectively both orally and in writing to communicate public health information and concepts, advise and consult with health care providers and the public and educate on public health issues.

Ability to establish and maintain working relationships with a variety of organizations or groups.

Ability to initiate and give effect to policies and procedures.

Ability to facilitate communication, decision-making and problem solving.

Ability to select, assign work and provide lead work to program personnel.
