Job Description:   This position is part of the Workforce Planning and Analysis Program in the Office of Rural Health and Primary Care (ORHPC).

This position will serve as the statewide statistical expert on the supply and demand of the healthcare workforce in Minnesota. The incumbent will develop and scope out pertinent workforce-related research objectives/issues; collect, compile and conduct complex and highly technical research using SPSS/STATA/SAS; build statistical models/forecasts/simulations with little or no procedural precedent and evaluate results; integrate GIS mapping techniques; ensure quality of data; design and develop new instruments; and draft findings/recommendations in the form of publications/oral presentations for diverse audiences. The incumbent will advise top management and provide management and stakeholders (health licensing boards, legislature) with pertinent workforce information for setting long-term workforce goals for Minnesota.
Minimum Qualifications:   Three years professional experience conducting research and analyses using statistical analysis methods, abstracting data from records, analyzing and interpreting data, evaluating results and quality assurance control of data and writing about technical topics for audiences, including legislators, stakeholders and the general public.

AND

Bachelor's degree in Health Services Research, Economics, Public Health, Public Policy, Public Affairs, Statistics, Public Finance, Public Administration, Political Science or closely-related business or social science degree.
A Master's degree in one of the above will count as one year of experience described above.

Preferred Qualifications:   Experience in manipulating and analyzing data using SPSS/STATA/SAS and developing charts/graphs in Excel.

Experience performing research/analysis of the healthcare workforce data.

Familiarity with rural health issues in Minnesota.

Proven expertise in mapping data using ArcMap/GIS software.

Master's degree in research or health related field or coursework in public health.

Experience collaborating with stakeholders and building consensus to arrive at mutual goals.

Experience facilitating and directing work groups/teams.
