The Research Manager is responsible for providing medical and research leadership and expertise for the Office of Medical Cannabis (OMC) within the Minnesota Department of Health (MDH). This is accomplished by liaising, collaborating and prioritizing with the provider. The Research Manager is a critical member of the OMC leadership team, reporting directly to the Director of the OMC. Job responsibilities include:
Monitoring, Researching, Evaluating and Reporting: Ensure that the research and registry portions of the program support the goal of providing patients, providers and the general public with information about the benefits and risks of medical cannabis.
Management and Operations: Provide effective and efficient administration, budget, staffing and adherence for the research and registry elements of the program.
Medical Consultation: Implement internal and external communications planning, including outreach to providers or patients who may be eligible to participate in the program, other state agencies and other divisions within MDH.
Communication: A significant component of this position will be communicating with various stakeholder groups, including, but not limited to: the Governor's office, the legislature, other executive agencies, local municipalities, provider groups, law enforcement, academics, media, and the general public.
MD degree and licensure as a physician in the State of Minnesota (Board Certified or Board Eligible).
Knowledge of the etiology, pathogenesis, epidemiology, management and prevention of qualifying diseases and injury and the ability to explain and discuss these with health care provider and public audiences.
Ability to evaluate the applicability of medical and epidemiologic studies to address the impact of medical cannabis in Minnesota.
Ability to plan, organize and direct a statewide patient registry in medical cannabis.
Ability to analyze problems and provide information and recommend changes in medical cannabis composition and dosage levels.
Ability to communicate effectively, both orally and in writing.
Ability to prepare reports, grants, contracts, news releases, and articles for publication in major medical and public health journals.
Ability to supervise and evaluate the work of others.
Ability to prepare and maintain budgets.
Ability to analyze research studies.
Thorough knowledge of statistics and statistical methods of research.
Thorough knowledge of MDH functions, program policies, and procedures.
Considerable knowledge of federal and state laws and regulations pertaining to state and local public health programs.
Ability to organize seminars, in-service training and workshops in relevant technical areas for highly? trained health care professionals such as physicians.
