Job Description:   This position is located in the Office of Health Information Technology (OHIT)within the Health Policy (HP) Division.

This position exists to manage e-health education, outreach and technical assistance projects related to the statewide Minnesota e-Health Initiative, to ensure coordination with other e-Health-related federal and state programs, and to deliver and facilitate education/training and communications regarding the statewide Minnesota e-Health Initiative to reach e-health stakeholders statewide.

Job responsibilities include:
Coordinate education and communications activities of the Minnesota e-Health Initiative programs, including federal programs.

Work with stakeholders and OHIT staff in the development and implementation of statewide e-health and informatics education program including outreach and technical assistance plans to support the Minnesota e-Health Initiative and increase awareness, knowledge and skills related to statewide e-health activities.

Research, write and publish a wide range of documents that include facts sheets, articles, templates, diagrams, techniques, slide presentations and other educational tools, utilizing a variety of outreach and communications vehicles including webinars and online tools to deliver the information to stakeholders.

Manage Minnesota e-Health websites.

Provide technical assistance on matters pertaining to Minnesota's e-Health policies including Minnesota's 2015 mandate for interoperable electronic health records, Minnesota's 2011 mandate for e-prescribing, and Minnesota's Health Information Exchange Oversight law.

Provide information to ensure that e-Health and informatics activities fully consider security laws, regulations and standards to enable the secure transmission of health information among Minnesota providers, while adequately protecting private patient information.
Minimum Qualifications:   Three years of advanced professional experience implementing and coordinating a regional or statewide health promotion/education project with responsibility for budgeting, setting objectives, selecting methodology, designing content and evaluating effectiveness.

A Master's degree in Health Education, Adult Education, Mass Communication, Journalism or closely related field will count as one year of professional experience; a Bachelor's degree will count as six months.

Preferred Qualifications:   Thorough foundation in the principles and practices (i.e., both theoretical and applied) of education, outreach, technical assistance and communications for e-Health and related issues.

Working knowledge of electronic health information systems, health information technology and health information exchange.

Strong interpersonal communication skills (verbal and written) with different audiences.

Ability to understand and balance competing needs and generate consensus around health information technology and privacy and security issues.

Project management skills sufficient to organize and manage complex, multi-faceted and highly visible outreach activities.

Skills in developing educational materials including effective use of web publishing.

Understanding of public health, health care systems and the management of health data.

Ability to work closely on teams and lead or participate in joint decision-making.

Planning and organizational skills.

Ability to organize, develop and accomplish short and long range goals and objectives.

Ability to effectively communicate the capabilities and limitations of information technologies.

Knowledge of information management principles and current information technology strategies and trends.

Listening, analysis and synthesis skills.

Ability to prepare and review reports and papers on the results of planning and other projects.

Problem solving skills sufficient to adapt, extrapolate, aggregate and disaggregate the data and information needs and resources across each area of responsibility.

Ability to develop new policies and procedures.
