Job Description:   This position is located in the X-ray Unit of the Indoor Environments and Radiation (IER) Section within the Environmental Health (EH) Division.

This position supports the X-ray Unit under general supervision/procedural control for on-going program evaluation and monitoring of data quality. The purpose includes continuing analysis, management, and special studies of the ionizing radiation regulation process, methods and systems. The purpose involves direct consultation with the Unit Supervisor, Indoor Environments and Radiation Section Manager, Quality Improvement Coordinator, and in support of the Environmental Health Division. The position includes continuous systems analysis of the current X-ray regulatory program and the recommendation and application of systems design changes/work flow through the VERSA Online and VERSA Regulatory data systems, including the on-going analysis, reporting, automation planning, testing, training, and implementation of the data system as well as on-going communications with the regulated community.

The mission of the Minnesota Department of Health (MDH) is to protect, maintain, and improve the health of the citizens of Minnesota. Within this mission, the focus of the X-ray Program is defined by Minnesota Rule 4732 governing the safe use of ionizing radiation. This position supports the mission of MDH and the focus of radiation control by completing key tasks:

Serving as data and records analyst/manager and administrative subject matter expert for the X-ray Business Unit; providing on-going coordination, oversight and guidance for the electronic data system, initial user acceptance testing, training, implementation, and on-going analysis and monitoring of the VERSA Online and VERSA Regulatory data systems;

Coordinating and participating in the dissemination of information and educational activities regarding the statutes, rules, policies and procedures that apply to X-ray registration and inspections so that accurate, complete, and consistent information is provided to stakeholders;

Monitoring and analyzing data generated through the Unit's internal and external operations; and

Promoting and contributing to continuous quality improvement.
Minimum Qualifications:   Bachelor's degree in Business, Writing, English, Communications, Management Analytics, or related
Three years of advanced administrative support, paraprofessional, or technical experience
Two years of professional experience

Experience must include one of the following:
-Experience applying management methodologies, internal policy and procedure evaluation and recommendations.

-Knowledge of the organizational functions and operations sufficient to recommend revisions to policy, procedures, and forms that support the mission and goals of the program.

-Experience researching, analyzing and/or compiling data and information for reports.
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
Preferred Qualifications:   Knowledge of ACES, VERSA Online, and VERSA Regulatory data systems.

Knowledge of computer programs using statistical analysis, spreadsheet, database or presentation graphics for MDH supported software.

Problem solving skills.

Knowledge of the Minnesota Government Data Practices Act, Department Records Management policies and procedures, and MDH procedures.

Knowledge of the organizational function of EH relative to radiation control in order to recommend revisions to policy, procedures, and forms that support the mission and goals of the program.

Experience with Key Performance Indicator development, tracking, and reporting.

Excellent oral and written communication skills to present data and explain procedures and instructions to internal and external stakeholders.

Ability to apply management methodologies, internal policy and procedure evaluation and recommendations, data collection and analysis, and report generation.

Ability to establish and maintain effective partnerships with MDH staff and external entities.

Ability to manage multiple tasks and manage deadlines.
