Job Description:   This position in located in the Office of Health Information Technology (OHIT)section of the Health Policy (HP) Division.

This position directs and coordinates the Office of Health Information Technology (OHIT) activities related to the implementation of a multi-agency, $45 million statewide health reform grant initiative, referred to as the Minnesota Accountable Health Model. This initiative builds on existing statewide health reform efforts and is funded by a State Innovation Model (SIM) Testing Grant awarded by the CMS Center for Medicare & Medicaid Innovation (CMMI). The SIM testing grant is administered and implemented jointly by the Minnesota Departments of Human Services(DHS) and the Minnesota Department of Health (MDH). This position provides statewide leadership, technical consultation, policy guidance and coordination for the e-health/OHIT activities, prepares and provides communication, technical assistance and training necessary for the implementation of the OHIT related aspects of the Minnesota Accountable Health Model. This person focuses on supporting health providers using health information technology (HIT) and health information exchange (HIE) necessary to participate in integrated health models such as accountable care organizations. This position entails engaging key MDH and DHS staff, state government agencies, and external partners.
Minimum Qualifications:   Bachelor?s degree in economics, public policy, public health, health services research, or closely related field.

Two years of advanced professional experience in the planning, implementation and administration of health policy, public policy, economic policy or related.

A Master?s degree in one of the above areas may substitute for one year of the required experience.

Principles and practices of research and analysis techniques sufficient to formulate study design and methodology and to coordinate and direct work of consultants and interdisciplinary task forces.

Knowledge of planning principles, methods and techniques and ability to apply laws, rules and regulations sufficient to develop or assist in the development of statewide plans.

Considerable knowledge of and experience in strategic planning, policy development and implementation, program evaluation and coalition building.

Ability to review and evaluate technical reports and planning documents.

Ability to identify and evaluate information/data and develop policy and program management recommendations and to conceptualize alternative solutions to complex issues and convey them to diverse audiences.

Ability to write, edit and organize material from diverse sources to prepare comprehensive plans and communicate oral and written presentations for use within and
outside the department.

Ability to develop techniques and procedures for accomplishing goals and objectives to design work plans for major studies and to direct their implementation.

Ability to organize and lead diverse internal/external stakeholder teams.

Preferred Qualifications:   Advanced degree or certificate in health informatics, public health, health policy, health care administration or related field.

Knowledge of federal and Minnesota laws, rules and policies pertaining to federal and state health reform, including health information technology, health information exchange, e-health and related programs. This includes: programs related to electronic health record adoption, effective use, and health information exchange, including the federal meaningful use program, Minnesota's 2015 mandate for interoperable electronic health records, and Minnesota's Health Information Exchange Oversight Law.

Strong working knowledge of health information technology and health information exchange.

Strong interpersonal communication skills, and be able to generate consensus from a variety of different perspectives.

Project management skills necessary to organize and manage complext, multi-faceted and highly visible initiatives, grants and contracts.

Knowledge of public health, health care systems, health data and health data standards. This includes comprehensive knowledge of statewide approaches, including policy levers, to advance e-health in Minnesota as well as health care concepts and policies, particularly those related to e-health and health information technology.

Demonstrated project leadership and management skills necessary for accomplishing work in teams.

Ability to review and evaluate technical reports and planning documents to synthesize recommendations for programatic decisions.

Knowledge and experience with program development, including request for proposals and contracting processes.
