Job Description:   NOTE: The position will be filled at either the Management Analyst 3 or Management Analyst 4 level based on the qualifications of the selected candidate. This vacancy is located in the Finance and Facilities Management Division.

This position will manage the development and completion of financial plans and reports and other budget documents produced by the department, including, but not limited to, annual spending plans, departmental earnings reports and indirect cost plans;

Lead the development of annual budget allocations, monitor actual spending against those allocations, and develop reports to assist in making financial decisions and setting budgetary policy. Ensure that budgets are implemented in a manner consistent with legislative intent and with the policies of the Executive Office;

Participate in the development of the agency?s biennial and supplemental budget consistent with the department priorities and mission;

Propose and carry out assigned special studies and analysis regarding budgetary and financial management policies and procedures.
Minimum Qualifications:   Three years of advanced professional experience in accounting, auditing or financial management. Experience must include developing and implementing financial management systems, reports and summaries.

Master's Degree (in accounting or related area) may substitute for one year of the required experience. A Bachelor's Degree in one of the above areas may substitute for six months of the required experience.

Knowledge of techniques to solve fiscal procedural and management problems.

Ability to obtain, process, analyze and interpret fiscal data.

Knowledge and experience with the preparation of state grant agreements and contracts and federal grant applications. Ability to analyze the changing federal grant amounts and make recommendations about requesting federal funds.

Ability to assess requirements of applicable federal, state laws and rules and develop policy recommendations and procedures to assure program accountability.

Oral communication skills sufficient to explain procedures and instructions.

Interpersonal/human relations skills sufficient to establish effective working relationships with managers and employees.

Preferred Qualifications:   Knowledge of computer programs using statistical analysis, spreadsheet, database or presentation graphics. (i.e. skill in the development and use of Excel spreadsheets and experience with Crystal Reports and MAPS.)

Problem solving skills.

Knowledge of the Minnesota Government Data Practices Act, Department Records Management policies and procedures, MDH HRM procedures, and MDH contract procedures.

Experience with legislative activities.

Knowledge of the organizational function of departmental operations where studies are conducted sufficient to recommend revisions to procedures and forms.

Ability to apply management methodologies, policy interpretation, internal policy and procedure development, data collection and analysis, and report generation.

Supervisory or lead worker experience.

Extensive knowledge and understanding of state and federal budgetary processes and legislative procedural rules and technical mechanisms.

Extensive knowledge of the agency?its culture, policies, procedures, strategic directions, financial operations and funding structures.

The ability to comprehend complex budgeting and accounting problems and recommend specific and alternative actions.

Ability to independently evaluate budget proposals and options.

Strong leadership skills to manage the successful completion of projects. It requires the ability to effectively communicate, both verbally and in writing.

Innovative problem-solving skills to quickly integrate information from a variety of sources, identify positive and negative impacts, understand the influences of internal and external factors, and design and analyze alternative fiscal policy.
