Job Description:   This position implements the responsibilities of the Commissioner pursuant to Minnesota Statutes, Chapter 144A, which requires licenses for home care providers which is a rapidly growing and changing area of health care services that often care for vulnerable individuals.

This position is the result of numerous licensing changes made in the 2013 legislative session. The positions will be part of a new team who will be implementing many new requirements and developing new procedures and forms. The position has independent authority to issue or renew home care provider licenses through a critical examination of licensure documentation. It will serve as a technical expert on the interpretation of the regulations governing licensure, develop and recommends enforcement actions, coordinate survey and inspection activities, and makes determinations to promote safe and quality delivery of home care services and protect consumers of those services.
Minimum Qualifications:   Three years of advanced professional public health experience managing or administering a health program with responsibility for administration; grant management; coordination of services; community organization including staffing of external task forces; program or research project management; health education and promotion; providing training and technical assistance to health programs; interpretation of policies and procedures and federal and state regulations; or lead work direction to other health professionals.

A Master's degree in Public Health or related field will count as one year of advanced professional public health experience OR a Bachelor?s degree will equal six months.

Requires occasionally lifting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job is in this category may require walking or standing to a significant degree or may involve sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.
Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the a gross combination weight does not exceed 26,000 pounds.
Preferred Qualifications:   Knowledge of state and federal laws pertaining to home care providers.

Ability to interpret and translate state and federal regulations.

Knowledge of business organization types and experience resolving questions about ownership and legal control for entities with multi-level organizational structures.

Demonstrated written and oral communication skills.

Experience working with health or human services regulatory requirements

Knowledge of requirements relating to Medicaid and human services programs and services.

Ability to establish and maintain strong, positive working relationships with a providers, a variety of organizations, policy makers and consumers.

Experience in development of program operating procedures including implementing ongoing quality improvement activities.

Problem solving skills.
