This position is located in the Grants/Contracts Unit of the Finance and Facilities Management (FFM) Division.
This position reviews and encumbers grant and contract documents for the Department of Health in accordance with law and Generally Accepted Accounting Principles (GAAP), as well as with established policies and procedures of the Department of Administration (ADMIN), MN-IT, and the Department of Management & Budget (MMB). The incumbent meets with program staff to discuss policies and procedures; assists agency staff in contract and grant processes; enters fiscal information in the Statewide Integrated Financial Tools (SWIFT) system; establishes, analyzes, corrects, and cancels encumbrances; and provides contract administration services for the agency. In addition, backs up the cash receipts and accounts receivable area as needed.
Bachelor's Degree in Accounting or closely related;
Associate Degree in Accounting or closely related field PLUS 1 year of accounting, contract/grant accounting or closely related experience
Two years of accounting, contract/grant accounting or closely related experience
Knowledge of generally-accepted accounting principles and practices, budgeting principles, and statewide (or comparable) accounting systems.
Highly organized, able to manage multiple priorities at the same time, and able to meet strict deadlines.
Budget terminology and principles sufficient to assist in preparing a grant or contract budget.
Ability to prepare and interpret complex fiscal reports.
Ability to interpret federal and state laws and departmental fiscal policies.
Experience with Microsoft tools such as Excel, Word, and Outlook.
Detail oriented and flexible with strong verbal and written communication skills.
Ability to maintain a consistent, high quality, customer-focused orientation.
Commitment to working effectively in a fast paced environment with changing priorities, and providing thorough, complete and quality results.
Experience with SWIFT.
Previous experience working with federal grants.
Previous experience with SWIFT Accounts Receivable module.
Bachelor of Science degree in Accounting.
Knowledge of statewide accounting systems sufficient to compile, analyze, and interpret fiscal information for use by management.
Use Excel and Crystal to gather and compile data.
Prepare and interpret complex fiscal reports and records.
Interpret federal and state laws and departmental fiscal policies.
Develop and maintain effective working relationships with management, other staff and auditors.
