This position is located in the Health Economics Program in the Health Policy Division at the Minnesota Department of Health.
This position will manage a complex and multifaceted project with fast paced timelines. This position is responsible for developing and maintaining a long range project plan involving integrated efforts of contractors, agency staff, community partners, advisory boards, and staff in other agencies as part of the state's overall comprehensive policy program/project known as the Provider Peer Grouping project (PPG).
This position requires advanced project management skills to develop methodologies for data collection; coordinate efforts by others in support of the project; manage complex timelines involving diverse project contributors; identify and clarify issues during the project; and assign project team members to prepare recommendations for project resolution.
1) Provide planning expertise and direction on PPG project management matters, including timeline, direction, progress oversight, project evaluation and solutions to project challenges. Establish coordinated planning efforts with staff in other state agencies, contractors, stakeholders, community partners, advisory and technical committees.
2)Serve as team lead providing planning expertise and staff level project management for collection of the statewide APCD and work with other planning staff to co-ordinate it's use through managed efforts with other state agencies, contractors, stakeholders, community partners, advisory and technical committees.
3) Collaborate with management to guide MDH on PPG project, APCD data collection, and other potential health reform policies and future activity planning.
4) Support rule-writing activities, contracting, and RFP development.
Bachelors degree and three years of advanced professional experience in the planning, implementation and administration related to the management of health information, health information technology and/or health information exchange.
A J.D. or Master's degree in health policy, public policy or related area may substitute for one year of the required experience.
Knowledge of federal and state laws pertaining to patient privacy protections, security and confidentiality of health information and related issues. These laws include but are not limited to the Health Information Portability and Accountability Act (HIPAA), the Health Information Technology for Clinical and Economic Health Act (HITECH), and the Minnesota Health Records Act.
Principles and practices of research and analysis techniques sufficient to formulate study design and methodology and to coordinate and direct work of consultants and interdisciplinary task forces.
Knowledge of planning principles, methods and techniques and ability to apply laws, rules and regulations sufficient to develop or assist in the development of statewide plans.
Experience overseeing and directing complex, statewide new program development, implementation and evaluation
Ability to review and evaluate technical reports and planning documents.
Ability to identify and evaluate information/data and develop policy and program management recommendations and to conceptualize alternative solutions to complex issues and convey them to diverse audiences.
Ability to write, edit and organize material from diverse sources to prepare comprehensive plans and communicate oral and written presentations for use within and
outside the department.
Ability to develop techniques and procedures for accomplishing goals and objectives to design work plans for major studies and to direct their implementation.
Ability to organize and lead diverse internal/external stakeholder teams.
Ability to apply critical analysis, problem-solving, priority-setting, conflict management, group facilitation and negotiation skills, and knowledge of public health to promote the state/local partnership and enhance local public health agency management and practice.
In addition to the minimum qualifications:
A Master's degree in public policy, public administration, project management, economics, sociology or other related field.
Knowledge of healthcare claims based data and health care reporting systems.
Knowledge of health care policies and national reform efforts at the state and federal levels.
Knowledge of Minnesota health care market, providers, and payer organizations.
Strong prior record of project leadership and management.
