Job Description:   This position exists in the Indoor Air Unit of the Environmental Health (EH) Division to plan, implement, and track the Indoor Air Unit's radon and healthy homes activities. This program works to reduce exposure to indoor air contaminants such as radon, mold, carbon monoxide, and other hazards that can be found in the indoor environment.

This position will coordinate closely with other Minnesota Department of Health (MDH) healthy homes activities. Primary responsibilities include:

Administering the EPA State Indoor Radon Grant (SIRG) program;

Partnership development, mass marketing, research, outreach, and other special projects;

Providing the general public, regulated community, government agencies, and not-for-profit organizations with information and education on indoor air quality;

Assisting with compliance and enforcement activities; and

Contributing to unit and section continuous quality improvement initiatives.
Minimum Qualifications:   Bachelor's degree and two years of advanced professional experience in the planning, implementation and administration of environmental health, public health or environmental protection programs.

Principles and practices of research and analysis techniques sufficient to formulate study design and methodology and to coordinate and direct work of consultants and interdisciplinary task forces.

Knowledge and experience in policy analysis and planning, research methods, and state and federal laws governing the development, management, and delivery of public health and environmental health programs.

Ability to review and evaluate technical reports and planning documents.

Ability to identify and evaluate information/data and develop policy and program management recommendations and to conceptualize alternative solutions to complex issues and convey them to diverse audiences.

Write, edit and organize material from diverse sources to prepare comprehensive plans and communicate oral and written presentations for use within and outside the department.

Develop new techniques and procedures for accomplishing goals and objectives to design work plans for major studies and to direct their implementation.

Ability to organize and lead diverse internal/external stakeholder teams.
Requires occasionally lifting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job is in this category may require walking or standing to a significant degree or may involve sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.
Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the a gross combination weight does not exceed 26,000 pounds.
Preferred Qualifications:   Master's Degree in public health, environmental health, communications, management, administration, marketing, or a degree related to policy and planning.

Work experience in program administration or planning.

Knowledge of radon, indoor air quality, construction and building science.

Knowledge of health education, health risk communication, marketing and mass media.

Knowledge of basic principles of epidemiology and statistics.

Knowledge of graphic design software skills, such as Adobe Creative Suite,specifically Illustrator, InDesign and Photoshop.

Basic accounting and financial management skills.
