Job Description:   This vacancy is located in the Division of Compliance Monitoring (CM), Licensing and Certification section at the St. Cloud District Office.

The position is responsible for planning, organizing, directing and implementing the policies, procedures and activities within an assigned unit of the Licensing and Certification Program for evaluation of licensed and/or certified health care providers and suppliers.

Responsibilities include:
Supervise surveyors who are responsible for the evaluation of the health care provider organizations to ensure compliance and the provision of quality care.

Actively participate in and implement the program's quality initiatives to assure an effective and efficient survey team.

Exercise independent judgment and decision making in interpretation, adaptation and application of regulations.

Serve as a technical expert in the resolution of complex evaluation and consultation problems.

Identify program needs and recommend short and long range goals to the Assistant Program Manager.
Minimum Qualifications:   A degree in a health-related area and one of the following:

1) Two years of professional experience conducting inspections/surveys of state licensed and federal Medicare and/or Medicaid certified health facilities and providers. (Examples include Public Health Sanitarian 2, Health Resources Supervisor, Registered Nurse Senior, Nursing Evaluator 2);
2) Four years of professional experience with state licensing and federal Medicare and/or Medicaid certification (Examples include Director of Nursing, Administrator, Quality Assurance Reviewer, Trainer, Program Director).

Computer skills and knowledge.

Oral and written communications skills.

Ability to organize and implement multiple activities.

Ability to apply nursing and health knowledge and clinical expertise to the review of providers.

Decision-making skills sufficient to make conclusions and defend legal actions on deficiencies related to nursing, medical and health care.

Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the a gross combination weight does not exceed 26,000 pounds.
Preferred Qualifications:   Supervisory experience.

Experience related to skilled nursing facilities, home health agencies, hospitals or intermediate care facilities for the mentally retarded.

Experience leading, facilitating and/or scheduling the work of a team.

Experience mentoring, coaching or teaching other professionals.

Training, experience, certification or license in relevant medical, nursing, health, legal, enforcement, or investigation areas.

Experience conducting internal quality assurance activities.

Experience conducting surveys or investigations of health care providers.

Experience working in a supervised living facility, physical therapist in independent practice, comprehensive outpatient rehabilitation facility, etc.

Knowledge of federal and state laws and regulations pertaining to nursing and health services and the ability to interpret these laws and regulations for implementation.
