Job Description:   This position is located in the Special Processing Unit of the Office of the State Registrar (OSR) in the Health Policy Division.

This position provides expertise in resolving customer issues by applying multiple procedures and guidelines, performing research, and analyzing and summarizing information to respond to inquiries; monitors daily work production and work quality of unit staff and provides reports of staff activities to the unit supervisor; recommends changes in procedures to accommodate changes in programs and guidelines; records, balances and deposits fees and reconciles monthly bank statements; and provides other administrative support such as answering phones, typing, scanning, and representing OSR in division or department meetings.
Minimum Qualifications:   Customer service skills sufficient to effectively communicate in person, by email, mail, and on the phone in order to maintain a professional image and strong working relationships with staff and customers.

English skills (speaking, writing, and reading) sufficient to respond to customers and to compose and edit a variety of documents.

Typing and data entry skills.

Word processing skills sufficient to carry out advanced administrative tasks and ensure documents and records are complete, accurate, and current.

Spreadsheet skills sufficient to organize data and provide management with accurate and meaningful information.

Database skills sufficient to compile data, retrieve information, perform back-ups and quality checks of data, and generate reports.

Math skills sufficient to reconcile monthly bank statements and record, balance and deposit fees received.

Lead work skills sufficient to monitor daily work production and quality.

Preferred Qualifications:   Human relations skills.

Experience with various computer software programs (preferrably MS Word, Excel, Powerpoint and Access, Outlook and ImageNow).

Knowledge of basic office equipment, such as microfilm reader, scanner, fax machine, copier, and multi-line telephone.

Skills in the application and interpretation of laws, rules, regulations, policies, and procedures, particularly as they pertain to the issuance of birth and death records.

Knowledge of data practices laws and the ability to maintain the confidentiality of private data according to applicable laws, rules, policies, and procedures.

Ability to understand and apply oral and written work instructions.

Ability to establish and maintain effective working relationships with coworkers, local issuance office personnel, other local, state and federal agencies, and the general public.

Oral and written communications skills to explain technical or complex information in a simple, straight forward manner to a variety of customers and stakeholders.

Ability to prioritize and adjust priorities in a fast paced and changing environment.
