Job Description:   This position is located in the Health Occupation Program (HOP) in the Compliance Monitoring Division at the Minnesota Department of Health.

This position will review and adjudicate applications for state licensure/certification for occupational therapy assistants and hearing instrument dispensers to determine whether requirements for use of specialized therapies have been met. This position receives and disseminates license/certification registration information so that the HOPs internal database is accurate and website information is clear, current, and responsive to the interests and concerns of HOP clientele. This position communicates both orally and in writing with license/certification applicants, licensees, staff from other agencies, and members of the public. This position also manages the roster for spoken language health interpreters; synthesizes experiential data from this work into systems issues for discussion or recommendations; and consults with management and representatives from the interpreter community to direct the development of an efficient and effective regulatory structure.
Minimum Qualifications:   Bachelor's degree in Public Health or a related field;
OR
Three years of advanced administrative support, paraprofessional, or technical experience working in a public health or health-related program;
OR
Two years of professional public health or health-related program experience.

Experience must include one of the following:
Working with health program laws, rules, regulations, policies and/or procedures.
Knowledge of public health principals or research methods sufficient to analyze health information or provide education on public health issues.
Researching, analyzing, and/or compiling public health or health-related information.
Requires occasionally lifting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job is in this category may require walking or standing to a significant degree or may involve sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.

Preferred Qualifications:   Experience working in a regulatory environment.

Demonstrated ability to maintain a calm and professional demeanor when working with individuals who may be confused, impatient, distressed, or angry.

Demonstrated ability to listen in order to assess needs of callers.

Ability to establish and maintain working relationships with a variety of individuals, organizations, or groups.

Ability to communicate effectively, both orally and in writing, with members of the public, the regulated community, and other health professionals.

Experience drafting correspondence, documents and reports to convey program information, study results and compliance requirements.

Experience establishing and maintaining an organized system for working with large numbers of documents.

Attention to detail sufficient to analyze applications to determine whether all requirements have been met.

Ability to recognize issues, collect data, assess data and experience, and initiate and implement data and experience-driven policies and procedures.

Ability to facilitate communication, decision-making and problem solving.

Knowledge of, or ability to, absorb and implement, federal and state laws pertaining to regulation of health professions.

Knowledge of data privacy laws and concerns.

Ability to select and prepare data for analysis.

Knowledge of the general nature and objectives of health occupation regulation.

Knowledge of Minnesota Department of Health functions, policies and procedures.
