This position is located in the Indoor Environments and Radiation Section of the Environmental Health (EH) Division within the Minnesota Department of Health (MDH).
As Section Manager, this position will manage the assigned activities of the Indoor Environments and Radiation Section in order to protect the health of the public. Activities include program responsibilities assigned through statutes to the clientele identified below; policy identification and implementation; fiscal and personnel administration; and program development. The section includes four units: the Radioactive Materials Unit, the X-Ray Unit, the Indoor Air Unit and the Asbestos and Lead Unit.
Main duties include:
*Provide leadership for the public health professionals within the section of Indoor Environments and Radiation so that they focus priorities and resources to solve environmental health problems that they are uniquely qualified to address.
*Ensure that the educational, regulatory and incentive activities of the programs of this part of the division are balanced to the extent possible so that they maximize the program contribution to protecting public health and preventing disease, premature death, injury, and exposure to environmental hazards.
*Support the department through collaborative relationships and partnerships with external and internal entities impacted by the programs so that the state can maximize the effectiveness of public health protection.
*Institute performance management that ensures a continuous improvement process that defines and clarifies goals and performance expectations, reviews progress, helps employees to develop themselves professionally and recognizes program and individual staff achievements.
*Ensure sound fiscal and resource management practices are practiced within programs to ensure that the department meets its obligation to act as a responsible steward of the public resources and maintains public trust.
*Assure effective emergency preparedness and response plans for section staff in the event of natural or man-made disasters or emergencies requiring response efforts.
A Bachelor's degree in public health, public health administration, management, environmental sciences, natural sciences, or a closely-related field AND
Three (3) years as a manager or supervisor of professional staff in an environmental or public health program area.
A Master's degree in one of the above listed areas AND
Two (2) years as a manager or supervisor of professional staff in an environmental or public health program area.
A Bachelor's degree in in one of the above listed areas AND
Five (5) years in a leadership role of professional staff in an environmental or public health program area.
Excellent oral and written communication skills and the ability to operate in stressful situations or under pressure to solve problems where the health of the people of Minnesota is involved.
Excellent interpersonal skills to deal with a variety of people in a variety of complex and difficult situations.
Ability to effectively explain technical information and policy to management staff at the MDH, other state agencies, the Governor's office and the media.
Ability to present scientific and administrative concepts clearly, both orally and in writing to diversified audiences.
Requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job in this category may require walking or standing to a significant degree or may involve sitting most of the time with a degree of pushing and pulling with arm and/or leg.
Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
Knowledge of state and federal public and environmental health laws, regulations and policies that impact section programs.
Experience administering or supervising a federal or state regulatory program.
Advanced management skills and the ability to recognize, evaluate and provide solutions for complex problems which may affect the health of the people of
Thorough knowledge and experience in the principles and practices of public health problems management, administration, supervision and training.
Ability to plan, organize and direct the activities of the section and its staff, many of which are highly technical in nature.
Understanding of the legislative process and ability to develop and adopt rules and standards, and provide technical consultation to the individuals and communities involved.
