This position is located in the Health Occupations Program (HOP) and Mortuary Science Sections of Compliance Monitoring (CM) Division at the Minnesota Department of Health (MDH).
This position directs HOP and Mortuary Science to efficiently and effectively achieve the sections' missions, goals, and objectives. This includes planning, implementing, and evaluating the application of fiscal, human, and technical resources to respond to the programs' current and long-range projected needs.
This includes the changing field of mortuary science from one where most people are embalmed and then buried to one in which 52% of deaths in MN are disposed of through cremation. HOP includes regulation of several different professions, using different statutes and differing levels of oversight, and the fields continue to change due to changes in the state's demographics: not only is the aging population changing the needs in such areas as hearing aid dispensing, but the increasing diversity of the population is bringing new issues such as permanent and non permanent tattoos.
This position will have contact with a complex array of health professionals, government leaders at the local, state and federal level as well as other leaders in the community, consumers and advocates of the various interest groups. The incumbent must establish effective working relationships and build credibility with these diverse and sometimes conflicting groups and issues. Where statutes provide discretion for the commissioner or the department, the manager must have defensible reasons for treating any licensee in a particular manner.
The incumbent will play an active role in the legislative process, primarily at the state level.
Develop and recommend new and revised statutes, rules, policies and procedures to respond to changes in operational/program needs, objectives and priorities and to improve the effectiveness of the operations/programs.
Develop performance evaluation standards and procedures to provide information to the subordinate staff on the expectations of individual work performance and to ensure complete and objective appraisal of a subordinate's performance.
Develop and direct the implementation of section work plans for all programs managed to ensure the establishment of appropriate goals and the development of action steps to achieve them.
Manage state and fee budgets so that section programs are fiscally sound and accomplish public health goals.
Coordinate functions of the section with other sections within the division so that consistent division and department-wide programs are carried out.
Draft legislation, meet with legislators, prepare background material, provide testimony and follow up to assure success.
Master's degree in public administration or related advanced degree AND
Two years of experience as a manager or supervisor of professional staff in a public health or human services program.
A Bachelor's degree in one of the above listed areas AND
Three years of experience as a manager or supervisor of professional staff in a public health or area applicable for vacancy.
Extensive knowledge of relevant federal and state licensing and registration requirements, as well as the legal and regulatory environments, and health laws, regulations and policies that impact section programs.
Thorough understanding of the purpose of regulations and experience with enforcement activity.
Strong management and public administration skills to direct the diverse program areas covered.
Ability to appreciate the role of the sections in the bigger mission of the Minnesota Department of Health (MDH).
Ability to direct the preparation and administration of budgets for programs managed.
Ability to interpret law, regulations and policy to industry, government and the public.
History of ability to motivate, supervise and evaluate subordinate employees effectively.
Ability to effectively speak and present at public meetings.
Ability to develop and review reports and make policy recommendations.
Ability to coordinate multiple complex functions to accomplish goals of the section.
Ability to effectively communicate verbally and in writing.
Ability to solve complex problems where there are no clear solutions.
Ability to establish and maintain effective working relationships with federal, state and local officials, community groups, regulated community and the general public.
Ability to plan and work under both internal and external time constraints, and to balance multiple priorities at once.
