This position is located in the Office of Vital Records (OVR) of the Health Policy (HP) Division within the Minnesota Department of Health (MDH).
This position is part of the OVR leadership team. This position will oversee state operations for registration of Minnesota births, deaths, the Fathers' Adoption Registry, and Minnesota's Voluntary Paternity Acknowledgement program in the OVR; oversee state operations for the delayed registration of births and deaths; oversee the registration of home births; and supervise and approve revisions of Minnesota vital records, which include amendments, corrections, and replacements, as defined in statute and rule.
Supervisor responsibilities include establishing policies and procedures related to registration and revisions; monitoring and analyzing work flow processes; ensuring that vital records data and public health data contained in records are registered accurately; assuring that vital records data is contained and entered in the electronic, web-based Minnesota Registration and Certification System (MR&C); assuring that documents related to records and their revisions are digitized and stored electronically and are accurate, and that they are linked to associated electronic records; communicating information about registration and revisions to various audiences, stakeholders and OVR management, which may include oral, written, and electronic methods; and assuring that functions and activities of the unit comply with and are accomplished in accordance with state and federal law and MDH policies.
This position supervises eleven staff responsible for accurate collection, registration and revision of records data that serves multiple needs and is used for state and national public health research. As a member of the leadership team, this position ensures that all unit activities are coordinated with other functions in the Office, meet strategic priorities, and operate to accomplish the MDH mission and goals.
Two years of supervisory or three years of leadwork experience. To qualify, lead work experience must include the ongoing responsibility to prioritize, schedule, assign, direct, guide and report on the work of other employees.
A Master's degree in Business Management, Business Administration or a related field may substitute for one year of the required experience. A Bachelor's degree in one of the fields listed above may substitute for six months of the required experience.
Human relations, communication and management skills (includes composition, spelling and grammar).
Experience in evaluating existing processes, anticipating needs and making recommendations.
Ability to read and interpret state and federal statutes and rules.
Experience managing or supervising staff in a vital records office.
Project management experience including assessing business needs, determining scope of work, conducting business analysis and working with information technology (IT) and systems staff.
Experience is writing policies and procedures and translating statutes and rules.
Vital records experience.
