This vacancy is located in the Office of Statewide Health Improvement Initiatives (OSHII).
This position exists to lead the planning, management and implementation of OSHII state and federal grants to local communities for physical activity, healthy eating and tobacco use prevention. Local communities include Community Health Boards and tribal governments, their staff, and other state and local agencies. State and federal funding includes the Statewide Health Improvement Program (SHIP), Community Transformation Grant, and Tobacco Prevention and Control grants. Leadership for planning and implementation will include coordination within MDH and with other state, regional and national subject matter experts.
Primary responsibilities will include 1) providing strategic planning, report writing, presentation and other assistance for the Statewide Health Improvement Program; 2) providing planning and direction for the management and implementation of OSHII's state and federal grants to local communities; 3) providing consultation, guidance, technical assistance and support to local community grantees so they can successfully implement effective health improvement initiatives addressing physical activity, healthy eating, and tobacco use prevention (including grant administration); 4) working with OSHII Training and Technical Assistance Coordinators to facilitate grantee access to technical assistance providers that meet their identified needs; and 5) establishing and maintain a working relationship with Community Health Boards, Tribal Governments, and other local communities not funded by other OSHII grants to increase the involvement of additional local communities in health improvement efforts.
Bachelor's degree and two years of advanced professional experience in the planning, implementation and administration in the area of public health programs or related field.
Principles and practices of research and analysis techniques sufficient to formulate study design and methodology and to coordinate and direct work of consultants and interdisciplinary task forces.
Knowledge of planning principles, methods and techniques and ability to apply laws, rules and regulations sufficient to develop or assist in the development of statewide plans.
Considerable knowledge of and experience in strategic planning, policy development and implementation, program evaluation and coalition building.
Ability to review and evaluate technical reports and planning documents.
Ability to identify and evaluate information/data and develop policy and program management recommendations and to conceptualize alternative solutions to complex issues and convey them to diverse audiences.
Ability to write, edit and organize material from diverse sources to prepare comprehensive plans and communicate oral and written presentations for use within and
outside the department.
Ability to develop techniques and procedures for accomplishing goals and objectives to design work plans for major studies and to direct their implementation.
Ability to organize and lead diverse internal/external stakeholder teams.
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
Master's Degree in Public Health or related.
Statewide Health Improvement Program (SHIP);

Population-based health improvement initiatives that emphasize policies, systems and environmental changes;
Evidence-based strategies to increase physical activity, healthy eating and tobacco use prevention;
Basic statistical methods, their applications and limitations, sufficient to use procedures appropriate to the problem and to interpret end results;
Tabulation and data processing equipment used for storing information sufficient to apply procedures for editing, reviewing, processing and disseminating information;
Planning practices and procedures sufficient to identify findings and issues and prepare draft plans.
Write clear, concise and understandable narrative summaries of findings;
Construct tables, charts and graphs which appropriately and correctly depict data;
Interpret and explain statistical data in an understandable manner;
Read and comprehend information necessary for report preparation.
