This vacancy is located in the Health Promotion and Chronic Disease Division.
Under general supervision, this position is responsible for administering the Minnesota Cancer Surveillance System (MCSS) meaningful use (MU) program activities, as well as implementing the MU program and electronic reporting process that allows MCSS to receive cancer related data and information in a standardize format via PHINMS or a similar media in a timely, regular manner, thus reducing paper and submission by portable electronic media. This position will coordinate and administer the MCSS' communication and outreach activities to increase the number of facilities participating in electronic data submission on a routine basis. Responsibility includes the planning, developing, and administration of a communication and information plan for MCSS to engage providers and medical facilities to initiate or enhance electronic reporting.
Reviews and analyzes proposed requests to expand the MU program so that facilities comply with program requirements by interpreting and analyzing governmental regulations, rules, policies/procedures, and communicating this information to clients and advising clients on changes needed to comply with program criteria.
Provides technical assistance/consultation and communication to outside providers across the State and administrate responses to issues related to routine data processing as well as development of new reporting relationships or methods. Provide technical assistance/training sessions for staff.
Two years of professional level planning experience.
A Master's degree will equal one year of professional experience. A Bachelor's Degree will equal six months of professional experience.
Writing skills sufficient to compose clear, concise and understandable narrative summaries.
Oral communication skills sufficient to present plans and data and/or to lead discussions relating to a specific area of knowledge.
Knowledge of personal computers and software programs.
Knowledge of or experience in a specific field related to the planning being conducted.
Interpersonal/human relations skills sufficient to interact with persons regarding programs of the Minnesota Department of Health, the Community Health Division and the Office of Public Health Practice and to establish effective communications and maintain effective working relationships with internal and external partners.
Ability to clearly and effectively communicate sensitive issues to a variety of audiences.
Ability to assist in coordinating committee and task force meetings.
Ability to present new ideas for solving planning problems and maintain cooperative working relationships.
Knowledge of Meaningful Use (MU) and should be able to grasp the breadth and depth of policy issues and opportunities as they pertain to MU.
Outstanding organization skills and the ability to recognize, evaluate, and provide solutions for difficult problems.
Ability to work collaboratively to set program goals and objectives.
Ability to write clearly understandable procedures and policies, successfully translate technical information into program activities, present and summarize ideas effectively, orally and in writing, maintain detailed and accurate documentation as well as translate user needs and requirements into MDH/MCSS MU requirements.
Knowledge to conduct and continually improve work processes with strong awareness of most immediate and sustained effects on providers.
Working knowledge of MDH functions, policies, procedures, and organizational practices.
Ability to establish and maintain effective working relationships with professional health personnel and to facilitate discussion among health providers.
Ability to work constructively under pressure, and to cope with federal and MDH expectations.
Ability to work independently without day-to-day supervision of activities.
Ability to understand and utilize methods and resources for preparing and disseminating MU information to providers and understand marketing techniques.
Excellent listening, analysis and synthesis skills as well as deal in a professional and courteous manner in written and oral communication with the public, medical providers and facilities and MDH staff.
Experience in dealing with multiple professional clients.
Experience in negotiation skills while perserving providers goodwill.
Strong customer service skills.
