This position will manage the Home Care and Assisted Living Program (HCALP) in the Compliance Monitoring Division.
Program responsibilities include surveys of state licensed home care, establishing the advisory council and maintaining that effort, overseeing issuance of licenses, and enforcement actions against licensees.
Numerous changes were made to the home care licensing laws during the 2013 legislative session, including many specific requirements of the department and licensees. This position will manage the transition period from enforcing the current laws to enforcing the new set of laws. This position will serve a leadership role in planning, implementation, evaluation and communication of changes to the home care regulations. The position will work in collaboration with Department of Human Services (DHS) Licensing on the state's integrated licensing project and related activities to ensure effective cross agency oversight of providers. These responsibilities require excellent problem solving and communication skills and the ability to maintain excellent connections and good relationships with other sections in the Division, throughout the department, and with DHS.
The position will manage and supervise the program and staff of the HCALP including licensing, inspections, enforcement, data management, communications and legislative planning. The position will provide technical assistance and consultation services for the regulated industry, other agencies and the general public.
Bachelor?s degree in Public Health, Public Administration, or a related field AND
Two years of advanced professional experience as a manager or supervisor of professional staff in a public health or human services program.
Requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job is in this category may require walking or standing to a significant degree.
Professional experience with regulatory compliance in a health or human services setting.
Strong management skills ensuring effective and efficient work procedures and effective use of technology and data.
Human relations skills including effective listening, consensus building, and ability to communicate both in writing and orally.
Knowledge of state and federal regulations and policy issues related to health and human service provider regulation.
Knowledge of state and federal regulations and policy issues related to payment for services under Medicaid, Medicare and other state or federal programs.
Knowledge of governmental budgeting and legislative processes in order to manage budget activities and assist in the development and analysis of legislative proposals and initiatives.
Understanding of public policy issues and ability to apply supervisory and budgetary skills in a public policy environment.
Public relations skills sufficient to develop and foster relationships with partners and stakeholders.
Ability to adapt to organizational and program changes sufficient to work constructively under pressure and cope with ambiguity and setbacks.
Ability to set realistic, challenging goals and objectives for work.
Ability to maintain a standard of prompt, thoughtful action.
