Job Description:   This position is located in Education, Exercises, and Planning Unit in the Office of Emergency Preparedness (OEP).

This position will be part of a multidisciplinary team that is responsible for implementing all aspects of preparedness planning, training, and response including collaboration with local health departments, the University of Minnesota Simulations, Exercises and Effective Education Preparedness and Emergency Response Research Center (U-SEEE PERRC), other state and local agencies, public safety officials, and other emergency response agencies. This specific project involves design and implementation of science-based interventions to improve public health performance.

Specific responsibilities include: research, develop and implement training for public health incident managers; develop and implement exercises; support development of online training curriculum; conduct research and assessments; project management for grant deliverables; and assist with other work duties as assigned.
Minimum Qualifications:   Bachelor?s degree and two years of advanced professional experience in the planning, implementation and administration in the area of public health programs or related field (e.g., emergency management, business continuity, public safety, military operations, strategic planning).

Principles and practices of research and analysis techniques sufficient to formulate study design and methodology and to coordinate and direct work of consultants and interdisciplinary task forces.

Knowledge of planning principles, methods and techniques and ability to apply laws, rules and regulations sufficient to develop or assist in the development of statewide plans.

Considerable knowledge of and experience in strategic planning, policy development and implementation, program evaluation and coalition building.

Ability to review and evaluate technical reports and planning documents.

Ability to identify and evaluate information/data and develop policy and program management recommendations and to conceptualize alternative solutions to complex issues and convey them to diverse audiences.

Ability to write, edit and organize material from diverse sources to prepare comprehensive plans and communicate oral and written presentations for use within and outside the department.

Ability to develop techniques and procedures for accomplishing goals and objectives to design work plans for major studies and to direct their implementation.

Ability to organize and lead diverse internal/external stakeholder teams.

Preferred Qualifications:   Knowledge of all-hazards emergency preparedness and planning including an understanding of the Homeland Security Exercise and Evaluation Program (HSEEP).

Knowledge of comprehensive planning at the local, regional, and state level including the MDH All-Hazards Response and Recovery Plan, the Strategic National Stockpile Program, and the Minnesota Emergency Operations Plan.

Knowledge of the Public Health Emergency Preparedness and Healthcare Preparedness Capabilities for capability-based planning and exercises.

Knowledge of research principles and practices, particularly in an applied setting.

Skills in advanced exercise program management, planning, design, development, conduct, and evaluation.

Ability to use the HSEEP toolkit components.

Organizational leadership skills outside of a traditional organizational hierarchical structure.

Ability to implement and manage an applied research project.
