This position is located in the Center for Health Equity (CHE), Eliminating Health Disparities Initiative (EHDI) Grant Program within the Minnesota Department of Health (MDH).
This position exists to carry out, under limited supervision, delegated responsibilities related to the management of the numerous contracts and grants awarded to community organizations, local public health, tribal government and other organizations. It also exists to provide fiscal and budgetary analysis and support for the CHE to ensure that program funds are appropriately and effectively used and grantee or contractor financial budgets and invoices are accurate.
This is accomplished by assisting in the CHE Director and EHDI Grant Manager in developing, maintaining, and monitoring organizational systems and implementation in the following areas: fiscal and budgetary analysis/monitoring of complex and varied grants and contracts, revenues and expenses, forecasting, financial policy and procedures development, related work and information flow, risk management and quality assurance for program staff on all fiscal/administrative and budgetary matters related to the EHDI initiative.
Job responsibilities include, but are not limited to:
Perform required financial reviews of CHE and EHDI grantees in compliance with the Office of Grants Management policies.
Process invoices for payment in a correct, efficient and timely manner according to MDH policies and procedures as well as federal and state laws, rules and guidelines.
Prepare risk assessment analysis of all grantees who may be awarded grant funds through CHE and EHDI grant programs.
Interpret policies, rules, regulations and statutes related to EHDI grant requirements and make modifications as needed.
Prepare and deliver oral and written presentations and reports for entire grant program.
Manage delegated grant and contract management functions, working closely and regularly communicating with EHDI Grant Manager and CHE Health Coordinators.
Assist the Director with various responsibilities to achieve the financial goals and objectives of CHE and the EHDI.
The incumbent works closely with the CHE Director, EHDI Grant Manager and staff. The incumbent frequently has access to financial and sensitive information and adheres to the highest standard of discretion when communicating with others. This position verbally communicates on a daily basis with fellow employees within CHE and with grantees or vendors. Occasional communication with employees throughout the Department and other state agencies is needed to process payment documents and answer questions.
Two years of professional financial/budgetary analysis experience that includes conducting studies of organizations, methods, and procedures. Work must include development of objectives, evaluation and interpretation of policies, determination of methodology, and measurement of outcomes.
Master's degree may substitute for one year of the required experience; Bachelor's degree may substitute for six months of the required experience.
Knowledge of computer programs using statistical analysis, spreadsheet, and database or presentation graphics. (i.e. skill in the development and use of Excel spreadsheets and experience with SWIFT.)
Knowledge of accounting, budgeting and management principles, and skills and ability to prepare, review, and analyze budgets, financial reports, and other internal and external fiscal documents.
Knowledge of state and federal laws, rules, and regulations related to budgets, reporting and auditing requirements for grant programs.
Knowledge of the Minnesota Government Data Practices Act, Department Records Management policies and procedures, and MDH contract and grant procedures.
Experience with government budgeting, accounting and legislative activities.
Experience interpreting and/or compiling information for and writing reports, administering training or technical assistance to grant applicants or grant recipients for a grant award authority, or similar work for a grant recipient agency.
Knowledge of the organizational function of departmental operations where studies are conducted sufficient to recommend revisions to procedures and forms.
Cultural expertise on the health status and health disparities of populations of color and American Indians living in Minnesota.
Excellent oral and written communication skills in order to develop and maintain effective partnerships with MDH staff and external partners and to present data and explain procedures.
Ability to be diplomatic and tactful when presenting issues and findings and be sensitive to and respectful of the cultural and other differences encountered when interacting with clientele.
Fluency in a second language, in addition to fluency in English.
