Job Description:   This position is located in the Health Occupations Unit of the Compliance Monitoring (CM) Division.

The position ensures compliance with the statute regulating body art establishments and technicians. Responsibilities include:

Manage and conduct statewide surveillance of all body art establishments in Minnesota by means of inspections to determine degree of compliance with statutory health and safety standards and to ensure facilities and their operations are safe for the public served.

For violations noted during an inspection, investigate, resolve, and report incidents of noncompliance with health and safety standards so that violations are accurately and thoroughly documented and appropriate consequences imposed.

Manage and conduct initial and renewal licensing procedures for body art establishments and technicians, so that a recommendation as to issuance or denial of licenses can be made.

Provide training, technical assistance and dissemination of information to establishments and technicians, local health and law enforcement agencies, and professional associations in order to educate and support body art establishment and technician compliance.

Perform core functions and other duties as assigned so that internal operating procedures, database systems for recording inspection, licensing application and other information, website and public safety communications all support the efficient and effective regulation of body art in Minnesota.
Minimum Qualifications:   Bachelor's degree in Epidemiology, Biology, Chemistry, Public Health, Sanitary Engineering or a related degree AND two years of experience regulating activities in an area related to health by:

collecting, analyzing, and interpreting health-related data; OR

conducting inspections; OR

assessing/ assuring compliance with state or federal laws, regulations, or guidelines.

A Master's degree in one of the above areas will count as six months experience.

Requires occasionally lifting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job is in this category may require walking or standing to a significant degree or may involve sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.
Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the a gross combination weight does not exceed 26,000 pounds.
Preferred Qualifications:   Thorough knowledge of blood-borne pathogens, prevention of disease transmission, infection control and aseptic technique.

Thorough knowledge of public health and safety requirements in regulated facilities.

Thorough knowledge of administrative law requirements and processes such as methods of lawful inspection, data practices, use of correction orders and administrative penalties, and license revocation procedures.

Knowledge of the body art industry and business practices.

Ability to operate computer hardware and software including database, spreadsheet, and word processing, GPS, internet, and remote access applications.

Ability to recognize potential risks for disease transmission and deviations from public health standards.

Ability to plan and conduct inspections.

Ability to establish effective working partnerships within MDH, with local government licensing, public health and law enforcement agencies, regulated establishment owners/operators and the general public.

Ability to enforce laws, rules and regulations and work in confrontational situations.

Oral and written communications skills.
