This position is located in the Office of Rural Health and Primary Care in the Health Policy Division.
This position is responsible for administering the state's loan forgiveness program, promoting loan forgiveness and loan repayment programs, and monitoring and auditing the programs. This position will also plan and develop program activities using new technologies and develop strategies and proposals to address changes in the program.
Responsibilities include: implementation of program procedures; selection of candidates; facilitation of review committees during the selection process; approval of budgets; execution of contracts; withholding of services or other corrective actions in cases of noncompliance; advising applicants, clients, and the public about program guidelines; development of new policies and procedures related to the program; working with other MDH staff in a collaborative environment; working with external stakeholders to develop new policies that improve and expand the program; drafting reports for numerous stakeholders; and analysis of legislation impacting the program.
Three years of professional experience in accounting, business contracts, financial assistance programs or grant administration.
A Bachelor's degree in Business Administration, Accounting or Finance may be substituted for one year of experience.
Knowledge of governmental budgeting and legislative processes sufficient to review, analyze and suggest changes to proposed public programs and budgetary proposals.
Knowledge of statutory, procedural and administrative guidelines related to the loan forgiveness program.
Knowledge of the functions, policies and procedures applicable to grants/contract administration.
Ability to prepare and interpret complex fiscal reports.
Ability to interpret federal and state laws and departmental fiscal policies.
Ability to provide qualitative and quantitative analysis of programs sufficient to monitor and evaluate program-related data, and to extract meaningful information to apply to program operations.
Experience with the State of MN accounting system (SWIFT).
Customer service skills.
Ability to work with and assist a wide variety of program participants.
Ability to work collaboratively with various stakeholders to advise, persuade, negotiate, mobilize action, and resolve differences.
Ability to recruit and lead review committees during the program selection process.
Knowledge of educational requirements and teaching institutions of health care professions such as physicians, nurses, dentists, and pharmacists.
Proficiency in reading and understanding public policy and administration principles and ability to design, implement and evaluate statutes and rules.
Extensive oral and written communication skills including the ability to write reports, bulletins, policies and procedures, and correspondence in support of the loan forgiveness programs and innovative grants.
Ability to design, implement, and modify multiple program activities and financial reporting systems.
Proficiency in Excel, Word, Access, and other office software.
