This vacancy is located in the Finance and Facilities Management Division.
Under the supervision of the budget director, this position will manage the development and completion of financial plans and reports and other budget documents produced by the department, including, but not limited to, annual spending plans, departmental earnings reports and indirect cost plans;
Assist the Budget Director in developing annual budget allocations, monitoring actual spending against those allocations, and develop reports to assist in making financial decisions and setting budgetary policy. Ensure that budgets are implemented in a manner consistent with legislative intent and with the policies of the Executive Office;
Support the development of the agency?s biennial and supplemental budget consistent with the department priorities and mission;
Propose and carry out assigned special studies and analysis regarding budgetary and financial management policies and procedures.
Three years of advanced professional accounting, auditing or financial management experience and experience developing and implementing financial management systems and reports.
Master's Degree in Finance, Accounting, Business or a related field may substitute for one year of experience. A Bachelor's Degree in one of the areas above may substitute for six months of experience.
Ability to obtain, process, analyze and interpret fiscal data.
Knowledge of procedures for preparation of state grant agreements and contracts and federal grant applications.
Ability to assess requirements of applicable federal, state laws and rules and develop policy recommendations and procedures to assure program accountability.
Writing skills sufficient to prepare clear and comprehensive reports, procedures and instructional manuals.
Oral communication skills sufficient to explain procedures and instructions.
Interpersonal/human relations skills sufficient to establish effective working relationships with managers, employees and external entities.
Knowledge of computer programs using statistical analysis, spreadsheet, database or presentation graphics. (i.e. skill in the development and use of Excel spreadsheets and experience with Crystal Reports and MAPS.)
Problem solving skills.
Knowledge of the Minnesota Government Data Practices Act, Department Records Management policies and procedures, MDH HRM procedures, and MDH contract procedures.
Experience with legislative activities.
Knowledge of the organizational function of departmental operations where studies are conducted sufficient to recommend revisions to procedures and forms.
Ability to apply management methodologies, policy interpretation, internal policy and procedure development, data collection and analysis, and report generation.
Supervisory or lead worker experience.
