Job Description:   This vacancy is located in the STD/HIV Surveillance Unit of the Sexually Transmitted Diseases, HIV and Tuberculosis (STD/TB) Section within the the Infectious Disease Epidemiology, Prevention and Control (IDEPC) Division.

The position is responsible for duties related to the STD Surveillance Network (SSuN) including interviewing cases, tracking interview status in the project database, and performing quality assurance tasks. This position will also assist with clinic data coordination as directed by the Project Director, assist in data analyses and quality assurance, and will be the liaison with the clinics regarding site-specific analyses and quality improvement efforts.

Job responsibilities include conducting enhanced STD surveillance; updating and maintaining the Minnesota Statewide STD Surveillance System to ensure accurate, timely, and complete information as required by the SSuN cooperative agreement; providing technical consultation to health professionals regarding laboratory testing, diagnosis, treatment and reporting of STDs and responding to special requests for data from the MN STD surveillance system; and implementing other duties as assigned by supervisor.
Minimum Qualifications:   Three (3) years of advanced professional public health experience managing or administering a health program with responsibility for administration and/or database management; grant management; coordination of services; community organization including staffing of external task forces; program or research project management; health education and promotion; providing training and technical assistance to health programs; interpretation of policies and procedures and federal and state regulations; or lead work direction to other health professionals.

Experience MUST include working in the field of STD surveillance, research, prevention, or care; and experience working with individual and population health issues as they relate to STDs.

A Master's degree in Public Health or related field will count as one (1) year of advanced professional public health experience OR a Bachelor's degree will equal six (6) months.

Preferred Qualifications:   Experience working with electronic laboratory records and/or electronic medical records/files.

Knowledge of Minnesota Department of Health functions, policies, and procedures and their participation in public health programs.

Knowledge of investigation and research methods sufficient to assist in public health studies, and select and prepare data and perform statistical analysis.

Knowledge of interviewing and counseling techniques sufficient to handle complex data gathering interviews on sensitive issues related to communicable disease and public health issues and refer affected individuals for appropriate treatment.

Ability to draft correspondence, documents and reports to convey complex and specific program information, study results and compliance requirements.

Ability to establish and maintain effective working relationships with professional health personnel, local officials and community groups and the general public.

Ability to present ideas effectively verbally and in writing.

Ability to initiate and give effect to policies and procedures.
